Well they aren't sign ups according to XBA's recent PAX podcast where

This is how the new Ambassador Program will run the current ambassadors get a padawan and that ambassador becomes there mentor and shows them the ropes etc.here's he twist the current ambassadors get to choose there padawan. But don't but kiss to much because if you're chosen and you're a bad apple there will probably be consequences to the the master and padawan.

There is still no word when the sign/mentoring starts but if Trixie has already announced this it will probably be soon. Most people think in the Fall.
